    Increasing Utah Democratic Party’s County Party Grant Program

    Expanding the County Party Grant Program to $50,000 annually. This increase will allow County Parties to invest in field programs, office space, relational organizing tools, field operations, and more. To reduce barriers to access, the Utah Democratic Party should also provide grant application templates and training. Additionally,, the party should implement a consistent annual application process.

    The YOUth Matters Program

    • YDUniversity

      A six-week comprehensive training program to turn young people into professional campaign managers. Graduates of this program will be connected with local campaigns, helping them build the relationships and experience needed for long-term success.

    • 3-2-1 Program

      Partner with the College and Young Democrats to develop a structured engagement program with completion incentives where each organization working with the Utah Democratic Party will:

    - Host 3 trainings across the state

    - Organize 2 social events

    - Lead 1 statewide Day of Action

    • Youth Mobilization Grant

      Establish a $10,000 grant program for the Young Democrats of Utah and the College Democrats of Utah to mobilize young Democrats across the state further.

  • Democrats live in every corner of our state, and it’s time for our party to be represented on the ballot in all 29 counties. Oscar’s proposed Blue Wave Program will invest Utah Democratic Party resources in getting a Democratic candidate on the ballot in every county, while his Red Region Program will focus on appointing at least one Democrat to a board, commission, or council in every county.

    Blue Wave Program

    The Utah Democratic Party will collaborate with county parties to recruit Democratic candidates for every legislative seat across the state. Additionally, each county will aim to have at least one Democrat running for a county-wide office and a local school board seat. County parties that successfully meet these goals will receive incentives from the Utah Democratic Party.

    Red Region Program

    To strengthen Democratic representation in rural and red-leaning areas, the Utah Democratic Party will provide $750 annually to county parties in counties with fewer than 35,000 residents and no elected Democrats. The Utah Democratic Party will also prioritize training Democrats in these counties to win municipal offices and work toward appointing Democrats to local boards and committees in every county.

  • Oscar understands that representation is essential to Democratic success. That’s why he supports:

    Establishing the Identity, Diversity, Equity, and Access (IDEA) Committee

    This committee will advise party leaders on issues affecting marginalized communities and provide recommendations for creating long-term cultural change within the party. It will ensure that Democratic leaders uphold a professional code of conduct and that all Democrats — regardless of identity — feel welcomed, valued, and included.

  • Oscar knows that the Democratic Party is nothing without its candidates. By providing campaign start-up kits and connecting candidates with vetted campaign staff and vendors, our party can make running for office more accessible and increase Democratic victories. Oscar recognizes the urgent need for more Democrats on county councils, city councils, and local boards—that’s why he proposes a State Party fundraising campaign to support Democratic municipal and county officials.

    • Develop an Approved Vendors List

      Ensure candidates have access to trusted vendors and consulting firms with a proven track record of working with Democrats.

    • Create Democratic Municipal Officers (DMO) & Democratic County Officers (DCO) Organizations

      Foster collaboration between the Utah Democratic Party, municipal and county elected officials, and candidates to strengthen down-ballot races and build a winning culture within the party.

    • Revamp Candidate Toolkits

      Expand beyond logos and website designs by including essential resources like win plans, budget templates, social media strategies, ActBlue setup guides, and bootcamps to train campaign staff.
